
RESTORE's efforts are aimed at building support for policy solutions that can offer relief for communities impacted by regional air service issues and work to reestablish daily air service for rural and small community airports.
Congress should establish a new grant program—the Regional Airport Marketing & Modernization Program (RAMMP)—to provide small regional airports with stable, multi-year funding over a three- to five-year period. Modeled after the Small Community Air Service Development Program (SCASDP), RAMMP would support both air service development initiatives, such as marketing and Minimum Revenue Guarantees, and critical infrastructure improvements for airports that fall below traditional Airport Improvement Program (AIP) eligibility thresholds. Unlike existing programs, RAMMP would provide larger, more sustained funding commitments that can scale independently of annual appropriations while remaining budget neutral.
